Final Evaluation of Better Reproductive Health and Rights for All in Indonesia (BERANI Programme)

Brief Summary

The consultation is about evaluating the achievements, challenges, and lessons learned from the Better Reproductive Health and Rights for All in Indonesia (BERANI) programme, a joint initiative by UNFPA and UNICEF implemented from 2018 to 2022. Supported by Global Affairs Canada, BERANI was designed to improve the sexual and reproductive health and rights (SRHR) of women, adolescents, and vulnerable groups in Indonesia, while promoting gender equality and women’s empowerment.

This independent final evaluation aims to assess how effectively the programme delivered on its objectives, identify good practices and areas for improvement, and generate actionable recommendations to inform future programming in Indonesia’s health and gender sectors.

The evaluation covers three main components:

  1. Sexual and Reproductive Health and Rights (SRHR): Enhancing the quality of care provided by skilled birth attendants (midwives), strengthening maternal death surveillance systems, and ensuring comprehensive, rights-based health services.
  2. Adolescent Sexual and Reproductive Health (ASRH): Expanding youth-friendly services, comprehensive sexuality education (CSE), and strengthening partnerships with youth groups and communities.
  3. Gender Equality and Women’s Empowerment (GEWE): Supporting advocacy and community-based initiatives to prevent gender-based violence (GBV), child marriage, and female genital mutilation/cutting (FGM/C).

The evaluation applied a mixed-methods approach, combining document reviews with qualitative inquiry to assess programme relevance, effectiveness, efficiency, coherence, sustainability, coverage, and connectedness. It also examined how the programme adapted to the COVID-19 pandemic, including the transition to digital services and remote engagement strategies.

Findings from this consultation will help inform the development of more inclusive, resilient, and rights-based reproductive health and gender equality programmes in Indonesia moving forward.
