Brief Summary
This consultancy assess the reactions, learning, behavioral changes, and outcomes/impacts of participation in blended family planning training organized by Ipas Indonesia. Additional objectives of this study were to assess participant satisfaction, challenges, and perceived benefits of participation. Blended training organized by Ipas Indonesia, based on the national curriculum as part of the CERAH project will be assessed in this study. The proposed study will complement the current training assessment system, namely pre- and post-tests. The specific objectives of this proposed study are stated later in the proposal.
Nationally, the Contraceptive Prevalence Rate (IUD) and unmet need in the last decade have tended to be stagnant, with no significant increase. In fact, mCPR has decreased over time. In 2019, the mCPR rate decreased by almost half from the 2012 figure, namely 33% in 2019 (SKAP 2019) vs 58% (SDKI 2012). In line with this, unmet need for contraception increased by almost 9 percent from 11% (in 2012) to 19.8% in 2017 (Susenas 2019). As a result, the Adolescent Fertility Rate and Total Fertility Rate are still far from the targets set in the National Medium-Term Development Plan.
In response to this situation, the Ministry of Health is seeking to expand and strengthen the capacity of health workers in providing modern contraceptive services. To support this effort, Yayasan Ipas Indonesia has organized a number of comprehensive mixed contraceptive trainings for midwives in their project areas. These trainings involve 8 days of online training and 6 days of offline training. To date, the trainings have been conducted in four waves in East Nusa Tenggara (as part of the TakeNusa Project) and another wave is expected in Palu, Southeast Sulawesi (as part of the CERAH project).
A mixed of a qualitative and quantitative analysis is used. Quantitative knowledge assessments at 3 and 6 months after the training were also conducted to complement the analysis. Qualitative studies are proposed as the main approach proposed - both through self-administered surveys and focus group discussions. Data obtained from the qualitative survey were triangulated with secondary data obtained from e-LMS and sociodemographic surveys.
